Ken Muldoon

Drawing on over 30 years experience in the Customs and trade arena, in both the private and government sectors, Ken is the founder, Chairman and Executive Director of IOR Global. Since establishment in 2008, IOR Global has expanded to encompass three regional offices and coverage in over 100 countries across the globe.

Before establishing IOR Global, Ken was employed for six years in the Asia Pacific office of DHL Express based in Singapore. In his latter period there he was the Vice President, Global Trade Services, focused on the development of commercial streams of activity in the Customs field, including Importer of Record (IOR) services. Prior to taking up this role he had five years as the Vice President, Customs & Regulatory Affairs for DHL Express Asia Pacific. In this role he was DHL’s senior representative in dealings with the Customs authorities throughout the region, with geographical boundaries from India across to the Philippines, and from China down to New Zealand. His work included high-level dialogue/negotiations with senior customs representatives in individual countries and with bodies such as APEC and ASEAN. Areas of influence include work flows, risk management, EDI processing and legislation.

He was also a member of DHL’s Global Customs Working Group and Chairman of the Customs Working Committee within the industry association covering the air express industry in Asia Pacific (CAPEC).

Ken worked with DHL for 10 years, coming to Asia from Australia. Prior to joining DHL, he worked as a Customs and International Trade adviser for Price Waterhouse (Australia) for 12 months.

Before joining Price Waterhouse, he spent 17 years working with the Australian Customs Service predominantly in the commercial area. During this time he spent three years attached to the Australian Embassy in Brussels as the Customs Attaché. In that role he worked with a range of bodies including the World Trade Organisation and the World Customs Organisation, and had a significant liaison role with Customs administration in the broader region of Europe, UK, Scandinavia, Middle East and Africa. During his time in Australian Customs he developed a particular focus on anti-dumping and countervailing including international activity on training and development sponsored by the WTO and the United Nations.

As shown, Ken has the benefit of many years in senior roles within the government, consulting and private sectors. This relatively rare blend of experience provides him with a great insight into a broad range of Customs and Tax matters across the globe – including 10 years specialising in the area of IOR/EOR services.
