Steve is Corporate Counsel and CFO for the IOR Global group of companies.

He is a lawyer with particular expertise in customs, international trade and regulatory compliance and has in excessof 30 years experience, having held senior management positions in government, academia and the private sectors.

Prior to joining IOR Global in 2011, Steve’s previous roles included appointment as Dean of Studies for the University of Canberra’s Centre for Customs and Excise Studies with oversight of the Centre’s academic and research programs and was an Adjunct Professor in the University’s Faculty of Business, Government and Law. Prior to that, Steve spent 20 years working with Australian Customs in a variety of roles including in-house legal roles (litigation and legislation) and as Director International with management responsibility for Australian Customs bilateral and multilateral engagement. The last 6 years of his time with Australian Customs was as a member of the Senior Executive with management responsibility for cargo reform and commercial compliance.

In both his public and private sector roles Steve has worked closely with a variety of international organizations, customs and revenue administrations, other border administrations, logistics providers and multinationals on a diverse range of international trade and border management issues including customs reform and modernisation; international logistics; tariff classification; valuation; preferential trading arrangements; legislative reform and strategic export controls.

Steve is the author/co-author of several publications and academic papers including the World Bank/WTO Trade Facilitation Negotiations Support Guide, World Bank Duty Suspension Toolkit, two chapters on Core Border Management Disciplines in the World Bank’s Border Modernization Handbook, an OECD Paper on supply chain security delivered at the International Transport Forum, applied research in relation to de minimis thresholds for the express industry and a number of academic articles for the World Customs Journal.

Steve has a Bachelor of Laws from the Australian National University; a Masters in International Customs Law and Administration from the University of Canberra and is admitted as a Barrister and Solicitor of the Australian Capital Territory Supreme Court and as a Barrister of the High Court and Federal Court of Australia.
